If the tenant fails a right to rent check or hasn't taken the necessary steps to ensure they can meet the criteria and rent they will be required to pay for the reference.

I'm a reasonable landlord. I didn't charge fees even before they were banned, I'll fix things quickly and I won't charge you for general wear and tear.
