Possibly of medieval origin, if so it was rebuilt in the C15 by the Mostyn family whose manorial courts were held there. Until 1672 it was a place of meeting of the courts of Great Sessions, and subsequently was used as Judges' Lodgings for the Assize Court. It remained a magistrate's court until 1869 and was subsequently converted, with the 1871 and 1899 Ordnance Surveys show it to have been the Cross Foxes Public House. It is aesthetically significant because it is one of the larger and taller historic buildings in the town centre and has a strong physical presence, in common with most of the other buildings in the older part of the town.
